From discrete scoring to multi-criteria classification in agricultural subsidies: The case of Mexico’s agriculture, livestock, fisheries and aquaculture promotion programme

This article presents the results of a research study aimed at improving project prioritisation in agricultural subsidy programmes in Mexico. It proposes a transition from discrete scoring sheets to a multi-criteria classification framework using the EDAS method, while preserving the official criteria and weightings of the Agriculture, Livestock, Fisheries and Aquaculture Promotion Programme. The results, based on 100 hypothetical projects, demonstrate an enhanced ability to distinguish between proposals with similar performance and to generate more robust and transparent rankings, contributing to a more efficient allocation of public resources.
